History of McKinney-Vento Act
The Stewart B. McKinney Homeless Act was signed into law by President Ronal Reagan in 1987. This act required states to review and revise residency requirements for the enrollment of homeless children and youth. In 2000 President Bill Clinton renamed the legislation the McKinney-Vento Homeless Assistance Act after Rep. Bruce Vento, a leading supporter of the Act since its passage in 1987. Later in 2002 President George W. Bush reauthorized the act as Title X, part C of the ESEA (known as the No Child Left Behind Act); strengthened requirements to provide educational access and success; required all school systems to  appointment a local liaison to ensure the law is upheld at the local level.
